No, there's no policy cache. Only some strange behaviour a bit harder
to understand.

a) if there's an EMPTY hive like:
	HKLM\SOFTWARE\Policies\Mozilla\Thunderbird\Extensions\Install
	HKLM\SOFTWARE\Policies\Mozilla\Thunderbird\Extensions\Locked

in the registry, TB interpret it as an 'empty array', and so emit
error.

b) seems there's the NEED that *ONE* of the key in these hive (eg, one
 of the extensions i need) is a THE NUMBER '1', other key can be what you
want.


Mike, i don't know these can be considered bugs...
