[Mozilla Enterprise] Inquiry: Information about preference: dom.link.disabled_attribute.enabled

Note that my understanding from bug 1567182 
<https://bugzilla.mozilla.org/show_bug.cgi?id=1567182> is that IBM had 
fixed it, but there's not too much cost to keep the switch around if 
needed, just let me know.

Note also that Blink is going to implement 
<https://groups.google.com/a/chromium.org/d/msg/blink-dev/3izM5vVo98U/iDLjz_TwAgAJ> 
the same behavior as Firefox.
