[Mozilla Enterprise] Inquiry: Information about preference: dom.link.disabled_attribute.enabled

It's related to how the "disabled=true" attribute is handled for CSS
stylesheet loading. See bug 1281135
<https://bugzilla.mozilla.org/show_bug.cgi?id=1281135> for more
information. Note that the pref has been removed
<https://bugzilla.mozilla.org/show_bug.cgi?id=1640400> in Firefox 78+
(currently on the Nightly channel, moving to Beta next week).
