That's really odd.
Can you try aa user agent switcher
https://addons.mozilla.org/en-US/firefox/addon/user-agent-string-switcher/
That would tell you if the problem was that the website was because they
were explicitly checking the version.
I agree a 403 usually indicates a website problem.
If you let us know the site, I can have the webcompat team take a look.
