[Mozilla Enterprise] How can we get rid of Welcome screen in ESR 78

Just to follow up on this, the bug that was causing the welcome tiles to
appear even when you overrode the first run page or turned off sync has
been fixed.
Unfortunately there was a bug in how I did UserMessaging piece, so I didn't
document it for this release, but if you turn off any UserMessaging in this
release, it will get rid of the box (due to a typo).
If you have a need to flip prefs and not use policy to get rid of these
tiles, it's:
"trailhead.firstrun.branches", "nofirstrun-empty"
"browser.aboutwelcome.enabled", false
