[Mozilla Enterprise] How can we get rid of Welcome screen in ESR 78

My review of the options showed that some options are only available with the policies.json file and preferences file so I opted to use a Group Policy Preference to deploy policies and Firefox preferences when we moved to ESR.  This process also seems to be a little bit easier to quickly adjust a setting/preference without having to setup a test OU, edit a test GPO, etc.

Thanks.  Is that from the internal configuration of Firefox?  We are preparing to use GPOs for Firefox, but we’re not quite there yet.  We already have GPOs for IE and Edge, and plan to add some for Firefox, Chrome, and Chromium Edge.

I tried both policies (UserMessaging and OverrideFirstRunPage). The first run page is indeed overidden but the "Welcome to Firefox" of Firefox 78 also appears on new tabs.

Our Electronic Software Distribution team is packaging ESR 78.01, and in testing noticed this Welcome screen.  How can we keep this from appearing on users’ computers?  Is it in the config somewhere?
