What about saving some new preferences (or other mechanism) like
browser.cache-policies whe the GPO is loaded and then at startup the
preferences are used instead of the normal ones if present. This will
make the policies apply at next restart but that will be ok for many people.
the the GPO isn't present any more just remove the
browser.cache-policies preferences could be cleared
