[Mozilla Enterprise] How can we get rid of Welcome screen in ESR 78

Yes it should be that policy or if you turn off FirefoxAccounts.

I'm verifying something about this didn't break in 78.

I'll add this to the UserMessaging policy as well since it's confusing.
