Not sure to understand your question. UserMessaging and OverrideFirstRunPage are defined policies for firefox ; you can set them by GPO. See [ https://github.com/mozilla/policy-templates | https://github.com/mozilla/policy-templates ] .

Thanks. Is that from the internal configuration of Firefox? We are preparing to use GPOs for Firefox, but we’re not quite there yet. We already have GPOs for IE and Edge, and plan to add some for Firefox, Chrome, and Chromium Edge.

I tried both policies (UserMessaging and OverrideFirstRunPage). The first run page is indeed overidden but the "Welcome to Firefox" of Firefox 78 also appears on new tabs.

Steve – you can use the admx GPO templates available here [ https://github.com/mozilla/policy-templates | https://github.com/mozilla/policy-templates ] or create a policies.json file under %ProgramFiles%\Mozilla Firefox\distribution (you will need to create the distribution folder, too)…
