[Mozilla Enterprise] How can we get rid of Welcome screen in ESR 78

I tried both policies (UserMessaging and OverrideFirstRunPage). The first run page is indeed overidden but the "Welcome to Firefox" of Firefox 78 also appears on new tabs.

Steve – you can use the admx GPO templates available here [ https://github.com/mozilla/policy-templates | https://github.com/mozilla/policy-templates ] or create a policies.json file under %ProgramFiles%\Mozilla Firefox\distribution (you will need to create the distribution folder, too)…

Our Electronic Software Distribution team is packaging ESR 78.01, and in testing noticed this Welcome screen. How can we keep this from appearing on users’ computers? Is it in the config somewhere?
