[Mozilla Enterprise] How can we get rid of Welcome screen in ESR 78

Hi,

Our Electronic Software Distribution team is packaging ESR 78.01, and in testing noticed this Welcome screen.  How can we keep this from appearing on users' computers?  Is it in the config somewhere?
