We're investigating allowing minor downgrades.

Because the bug is annoying, i'm rollbacking from 68.5.0 to 68.4.1; but
i've discovered that also for these 'minor downgrade', downgrade
protection, eg:

and so i was forced to set also:
MOZ_ALLOW_DOWNGRADE=1
That is rather a 'draconian' solution for situation like these, i
think nothing changed in profiles management between minor revision.
Could be that this 'downgrade protection' can be relaxed for minor
upgrades? Or a 'MOZ_ALLOW_MINOR_DOWNGRADE=1' ;-)
