[Mozilla Enterprise] Problem preventing users from saving credentials in 78 ESR

OK, I'm finally seeing the problem.

You are correct, setting both is the problem. You should set one or the
other, not both.

Because OfferToSaveLoginsDefault unlocks the pref.

I'll figure out a way to fix this in code.
