I had a similar problem a few months ago if I remember correctly :
If
OfferToSaveLogins
= false
Then
OfferToSaveLoginsDefault
Should be default, **not set to false** !
It would seem that the latter takes precedence over the former, allowing users to save their passwords, despite the fact that
OfferToSaveLogins
= false

We saw the bug and I am still investigating. We have automated tests for this, so I'm unsure what could have happened.

i have logged a bug report on this but no answer yet, i have also reproduced in my lab environment, i have got it to work once using msi installer, but not on exe installed, and if i uninstall exe installed and install msi it does not work, so seems something gets tainted.
Any input would be appreciated,
