[Mozilla Enterprise] How to edit a filename when saving an "Excel" file

We have an application that creates files named .xls which are really HTML files. Our IE and Chrome users can just change the name of the extension to be HTML, but Firefox ESR 78.1 does not let you do this with .xls files. The only options are to open with Excel or save the file with the defective extension. I ruled out a policy as the possible cause. I thought there was a file you can edit to control the MIME association, but I believe that is no longer a feature based on https://developer.mozilla.org/en-US/docs/Mozilla/How_Mozilla_determines_MIME_Types#ExternalHelperAppService. We have Firefox configured to always ask where to save files to guard against "drive by downloads" and the application handler has "Always ask" set for .xls files. The file that is downloaded is not available via an URL to right-click and select Save As which will let you change the filename.
Am I overlooking a document that might assist in changing Firefox so that it allows the end user to change the filename when saving a file? What if I didn't want to name all my files this bizarre ps.xls name? 8-)
