[Mozilla Enterprise] ESR 60 and CVE-2019-11764

ESR 60 is out of support as of the release of 68.2, so there will be no
updates.

Had any of those vulnerabilities been active attacks in the wild, we would
have done immediate updates for all supported versions of Firefox when they
were found.
