I don't package/deploy extensions for Firefox, so I don't have anything to
contradict this.

However, for Thunderbird, I _still_ have to unzip/unpack extensions into
separate directories for deployment (I put in %programfiles%\tb\extensions,
with the appropriate addon scopes set).

Considering that Lightning is a packed XPI, I think that I tried this with
the extensions I wanted -- but with no luck.
