[Mozilla Enterprise] Distribution folder policies.json doesn't seem to work correctly

I'm testing with your policies.json and it's working for me in all cases.
PDFs are downloading (not displayinh) and the toolbar was displayed.

Can you go to about:policies and see if there are any errors?

Side note, I'm working on a better menu bar policy so you can permanently
show or hide the menu bar. right now if a user hides it, it doesn't come
back.
