[Mozilla Enterprise] Error Messages inquiry

For whoever deals with FF code structure I suggest that policies (no 
matter which method) should be processed ASAP, so that everything else 
has no chance of doing things before those are in effect. That's 
important not just for convenience, but also for security and data 
integrity.

Might not be possible anymore for 68 esr, but I hope this is in next 
major esr.
