For reference, the preference for this is "browser.startup.page<http://browser.startup.page>" and it is set to 3 for restore session.

So after upgrading, check the values of browser.startup.page<http://browser.startup.page> and browser.startup.homepage.

Then I close Firefox and start 68 with the same profile and "Restore previous session" is checked.

I have seen the same and was wondering. I am also not sure if it was with 68esr or 69 but it certainly happened here on my two machines. So I consider it a bug because I cannot think of an intention.

i did some further test deployments for migration from esr60.9.0 to esr68.1.0 and on both devices "restore previous session" was enabled on 60.9 but is disabled after 68.1.0 installation.

I changed from EXE installation with 60.9.0 to MSI installation with 68.1.0 and removed the cck2.cfg / GPO mix with 60.9.0 to GPO settings only with 68.1.0 but I guess those two points are not related
(but wanted to mention it).

Any idea on that behavior? I guess it should not work this way, or?
