[Mozilla Enterprise] Install/Uninstall/Update distribution

Not everything can be done with policies.jso/GPO yet, so mixed system 
with autoconfig and those are usually required if your current 
autoconfig is a bit complex. Main thing that absolutely requires 
policies.json/GPO is denying FF update. Those preferences are 
removed/have no effect in 68 so you can't use autoconfig for that. 
Pretty much everything else in basic pref-setting autoconfig still works.

I would add the MOZ_LEGACY_PROFILES=1 with GPO in users registry well 
before updating so you avoid extra profile mess.
