[Mozilla Enterprise] enabledScopes in GPO

Hi,

I like the option to be able to lock certain addons as an admin, but also
give users some control over less important preinstalled addons, like
disabling yes/no, uninstall yes/no, etc. on a per addon basis.
enableScopes is/was perfect for this.
