[Mozilla Enterprise] MAC plist not setting the homepage

I want to move away from the policies.json file to manage Firefox configurations.  I want to use the plist template and I can set all the required settings for my company.  The only problem is that the “homepage” doesn’t stick, it only opens the “homepage” at first launch.  Have you guys seen an issue with the “homepage” not sticking on the Firefox settings using the plist?
