[Mozilla Enterprise] Downgrade Protection and Profile Per Installation in Firefox 68

Should they be set during Installation of firefox or during starting / 
running firefox?

Will this work only with firefox ESR 68 or also NON-ESR, for Instance 
firefox 69.x
