[Mozilla Enterprise] Preventing Firefox from downloading langpacks ?

We don't download language package in Firefox 60. We do in 68 if a user
selects a new language.

If a language pack is already installed via some mechanism, we might grab
an update for that language pack and put it in the profile.

Can you provide more details on what you are seeing?
