[Mozilla Enterprise] PopUp Blocking is configured in gpo, but it doesn't wok

Hey,

i have two exception in the gpo configured and the setting locked, but both does not work in FF 60.7.2 64bit ESR.
I can change manually the setting and add new sites to the settings.

In the registry the keys are registered.

Can anyone help me?
