[Mozilla Enterprise] Setting Firefox to open PDFs in Adobe Reader

Setting the preference

pdfjs.disabled

to true

will cause the PDFs to not be shown in the browser. There is a policy that
controls that as well.

The user will still be asked what to do. We don't have a way to prevent
that dialog (yet)
