[Mozilla Enterprise] ExtensionSettings: Block Install Message Does Not Display Always

I am working on setting up ExtensionSettings, which after a few minutes of orientation, which is really nice to have a way to block everything and only allow specific addons.  I seem to be missing or overlooking a setting to always show the blocked_install_message?

If I visit about:addons and then click on one of the recommended extensions such as Facebook Container I see this message when I was expecting to see my blocked_install_message for when the extensions is blocked:

If navigate to https://addons.mozilla.org/en-US/firefox/addon/facebook-container/?src=search and then try to install this same extension, I do see my custom message, which has not been customized yet. 8--)
