[Mozilla Enterprise] Default Firefox app?

We have a number of people who can’t open a web link in email anymore. The default app is Firefox, but they get a message that says “Your organization’s policies are preventing us from completing this action for you.” when they click a web link.
The fix is to go to Default Apps and set it to <anything>, then change it back to Firefox. We recently rolled out Firefox 68. I’m thinking while the Default app is ‘Firefox’, maybe its looking for Firefox 60. So we have to change it to Chrome, then back to Firefox. Then all is well.
Anyone else seen this issue? Our windows admin says he can’t change it via registry or windows will just set the default to Edge.
