[Mozilla Enterprise] browser.migration.version

Hi all!

After upgrading from ESR 52.9 to ESR 60.8, some users reported that only 
the first tab opened in Firefox was working. They can open new tabs but 
cannot navigate on them.

I've found that the problem was with the property 
"browser.migration.version" set in 
"%appdata%\Mozilla\Firefox\Profiles\{userprofile}\prefs.js":

user_pref("browser.migration.version", 22);

Removing this line or setting the value to 66 fix the issue. So, how 
exactly does this property works? I couldn't find any information about 
this.
