For me it’s fine as it is currently
Would it be feasible to have all the 4 possibilities ? (set to true by default and user can change, force to true, set to false by default and user can change, force to false)
It would be great!
But if you cannot, I think that the current behavior is fine (and if you want to force like Thane Sherrington, set the pref in the .cfg file as I explained him)

So when I added menubar and bookmarks bar to policy, I set them once and then a user can choose to turn them off and they stay off.
Do folks think this is wrong? Should they stay on if policy sets them on?

You can put these lines inside it:
pref("browser.policies.runOncePerModification.displayMenuBar", true);
pref("browser.policies.runOncePerModification.displayBookmarksToolbar", true);

Is there a way to turn on menu bar and bookmarks toolbar programmatically if the user turns it off? I keep getting users who turn it off, and then can't find things they need. I'm not sure if it's the update that does this, or if they are clicking/pressing something, but I'd like a way to force it on at every login.
