[Mozilla Enterprise] Firefox ignores update configuration

I would need to do some more investigation to figure out what is going on
here.
Right now, we are not updating the 60 ESR to 68, so I'm not clear on how
that could happen at all.
For the clients that updated to 68, are they still on the ESR?
Can you open a bug at bugzilla.mozilla.org so we can investigate?
