[Mozilla Enterprise] FF 60.1.0esr is not using Windows certificate store

If the preferences is being set correctly in about:config
(security.enterprise_roots.enabled set to true), then this is going to be a
Firefox bug.

Can you open a bugzilla bug for this please?
