[Mozilla Enterprise] Homepage Policy

We want to have a default homepage for all deployments, and have a special default for some computer groups based on policy.  So we used AutoConfig for all deployments, and Group Policy for the special homepages.  This worked perfectly... almost.

What's happening is the policy homepage is applied the first time the Firefox is opened, then if they close Firefox and open it again, it changes to the autoconfig homepage.  I'm guessing this is because we've disabled "Don't allow the homepage to be changed", and Firefox thinks the autoconfig homepage is a user-selected homepage?

Any ideas how I can fix this?  Should I submit it as a bug?
