In Firefox 60 ESR it looks like the same result can be achieved as well though slightly different according to the documentation (with the help of an ini file):

It looks like the /RemoveDistributionDir=false isn’t valid for 60 ESR according to https://firefox-source-docs.mozilla.org/browser/installer/windows/installer/FullConfig.html
Is there any plans to include it in 60 ESR?

We investigated this issue on bugzilla: https://bugzilla.mozilla.org/show_bug.cgi?id=1502188
The conclusion there was that these reports were probably using setup.exe to update Firefox. In short, if Firefox updates itself, it keeps the distribution dir. If someone uses setup.exe to install a new version, that's called a "pave-over" install that deletes that dir.
However, this is just the default behavior, and setup.exe has a command-line flag for this: /RemoveDistributionDir=false
I'm waiting for Victor to confirm in the bug if that's what was happening.

Has anyone else noticed or experienced an occurrence where updating Firefox deletes the policies.json file from the distributions directory (in the Program Files\Mozilla Firefox\distribution\policies.json)?
I’ve recently been testing this out by manually adding the policies.json file into version 60.2 and updating to 60.3 but when I check in C:\Program Files\Mozilla Firefox\distribution\policies.json, it disappears and I need to put it back in manually. On a side note, I’ve tested to see whether or not the same issue occurs upgrading from 52.8 to 60.2 and it seems to exist as well.
Is this behavior abnormal? If not then is there a way around this to have the policies.json stay on the browser?
