[Mozilla Enterprise] ESR 60 Updates

I have tested unconfiguring and disabled the Disable Update GP setting, and
until this latest 60.2.2 version, I assumed that it would work. Looking at
the about Firefox showing that it was checking.

Yesterday I started to get a notification that the new update had to be
downloaded. About Firefox says Updates available at
https://www.mozilla.org/firefox/.

Prior to this, I have always rolled out fresh installs. I was under the
impression that this should run incremental updates as others do such as
Chrome. I can't have non-admin users downloading this and having undetected
profile-installed Firefox (RR) and an outdated ESR on the same machine!

Is there a way to debug this or do I have the wrong impression of what the
update process is to be?  I've tested a clean installation directory and
fresh profile.
