Mozilla\Firefox\Show Bookmark tool (the user can remove it manually)

Mozilla\Firefox\Popup Windows\Allow Popup Windows

If a setting is user visible, it can be locked.

 

Can you give me an example of a preference you are referring to?

Would be great if you can add the check box  “not allow to change the setting” to all GPO settings into admx templates. Such as the Home Page setting does.
