[Mozilla Enterprise] Firefox GPO - User policies

Note that I didn't update the templates to remove user only (yet). I only
added comments saying "Starting with Firefox 62, this policy will only work
from Computer Configuration."

I couldn't remove them because the ESR still supports these as user
policies.
