[Mozilla Enterprise] Documentation of new Policy feature

Yes, we realize this is a problem and I'm trying to finish the enterprise
documentation.

Our documentation has always been scattered and incomplete.

I will also point out that this is an open source project and anyone is
free to help with the documentation.
