[Mozilla Enterprise] First start Firefox 60.0.2 ESR in wrong language

Based on that bug and discussions with the developers, the best way to
bundle language packs with Firefox is to put them in the
distribution/extensions directory. You would need to name them the same as
their internal id.

The Extensions policy is designed for loading WebExtensions, not language
packs.
