[Mozilla Enterprise] Proxy Settings switch back to "Use System Proxy Settings" on restart

The User Switch to Value 2 for Automatic Configuration By Proxy file and Enters the value for the pac file.
No we do Not use a Distribution.ini, we use in Addition to the Group policy Mozilla.cfg file from autoconfig.cfg.
