That preferences should definitely turn off signing on the ESR and it's worked in my testing.
If you'd like to send me the extension, I can see if I can install it.

Even I set "xpinstall.signatures.required" to false...I'm getting an error stating that the add-on is not verified and can't be installed.

I thought the pref you need is xpinstall.signatures.required ?
What happens if you set that to false ?
