[Mozilla Enterprise] Firefox Quantum add-ons Signature required

Was it a WebExtension or a legacy add-on?

I just verified that settings xpinstall.enabled to false allowed a
WebExtension to be installed even though it is not signed.

Legacy add-ons are no longer supported.
