[Mozilla Enterprise] Firefox Quantum add-ons Signature required

I have xpinstall.signature.required set to false and I still get an error stating that the add-on can’t be installed because it hasn’t been verified. I’m using the ESR version of firefox.

That preference only works on the ESR.

Is there a work around for add-ons not having to be verified with Mozilla? The preference setting “xpinstall.signature.required = false” used to work prior to Firefox Quantum. Are all Firefox add-ons required to be verified thru Mozilla?
