[Mozilla Enterprise] FF60.1ESR Menu/preferences language set not working?

Hi,

When setting the default language in preferences to 
Portuguese the Firefox menu and preferences pages do not change to 
Portuguese, they stay in English.

Is this by design or is this broken? It seems this was working in earlier versions of Firefox.

We are using Firefox 60.1.0 ESR.

Suggestions welcome.
