[Mozilla Enterprise] Firefox ESR Launching websites after Refresh

Hi,

I am trying to launch Firefox ESR 52.9.0 - 64 bit on few servers and found
that its getting settings from config file but not launching any websites
include homepage configured in config file.

But, If i refresh Firefox then everything works fine.

The issue occurring with few servers only and rest of the servers issue is
not occurring..
