Assistance with migration of CQ Roll Call legacy add on toolbar to WebExtensions

Somebody else may chime in with a better answer, but I think the short
answer is that there's no easy way to upgrade from a legacy toolbar to a
WebExtension. It'll take some work by somebody that knows their way around
the code.

The good news though, is that once you do make the switch, you'll likely
have something that can work across browsers, in Chrome, Firefox, Opera,
and IE Edge.
